Abstract:
In this research project, the issue of a regulatory compliance (permit)defense will be analyzed from a law and economics perspective and from a comparative legal study to establish an analytical framework for the desirable use of two instruments (regulation and liability)of controlling external harm, and to classify the role each one shall play in legal contexts, and to give some policy recommendations at end.
