Abstract:
Pioneering environmental policy needs pioneering analytical techniques. At the base of this research is the analogous adoption of concepts from Life Cycle Analysis to modify Cost Benefit Analysis methodology. The new cost-intensive method will pursue the following distinct goals - constructing comparative equivalence for disparate instruments; more efficient and less uncertain policy-making; wider taxonomy of costs and benchmarking costs categories; critical institutional design of implementation; resolving issues of proportionality and the precautionary approach; and insights into interaction between costs of concurrent policies.
