Abstract:
Armed groups have a predominant role in the violations of international humanitarian law (IHL) and human rights committed in conflict settings during the last decades. However, this increase in activity has not been accompanied by a parallel development of the legal rules applicable in such situations. Although international obligations have been established for armed groups, there have not been such expansion on the rules of international responsibility. This study will analyse, firstly, if a regime of responsibility in international law is indeed necessary to address violations committed by armed groups, and, secondly, how the responsibility of armed groups can be established in international law.
