Abstract:
While China has used sectoral environmental permits since the 80s, much effort has gone into establishing the integrated permit in recent years. However, legal studies on an integrated permit system in China are scarce. This study identifies and examines legal aspects of establishing an integrated permit in China. First, arguments pro and con the integrated permit, presented in Chinese and international literature, are identified. Second, the broad experience with the integrated permit in the European Union will be examined. Third, based on the learning points sourced from EU-law, possibilities and barriers for an integrated permit in China are discussed.
