Abstract:

The exploitation of offshore hydrocarbons is a key strategy of the Colombian energy policy to promote economic development. Since 2004 seismic surveys and exploratory drilling have increased but the production activities have not started yet. The risks to the workers health, general safety and the marine environment posed by these activities require effective regulatory mechanisms to avoid accidents and harm. The main focus of the research is the development of an integral supervisory regulatory arrangement for the offshore oil and gas industry in Colombia. The research will analyse the consequences of different regulatory regimes and its applicability in the Colombian context.
