International Organizations, including the European Union, purport to have an impact on social reality through the instruments that they use. The legal force of these instruments is often taken for granted. However, in the current literature a systematic analysis of legal force is lacking, both on the level of theory and on the level of description and analysis of actual instruments. In this research we make an attempt to fill this deficiency.
