The use of soft-law in regulating the external action of the EU: to what extent the Union is contributing to the creation of the international soft law?

Abstract:
The research will focus on the challenges of multi-level settings to the protection and promotion of EU constitutional principles and the use of soft-law instruments in the EUs external relations. Representing an important tool of the Council and the Commission, it has been observed that soft law presents speed and flexibility that respond better to the challenges and the transformations of a globalized world. This could represent an important mean for the Union to hold its values against the raising of new powers. At the same time, unconventional legal instruments could present several uncertainties in the established legal order.
