Abstract:
Under climate change threat, China has adopted the emission trading system (ETS) mechanism a market-based instrument to control greenhouse-gas emissions. And any ETS needs an effective enforcement and sanctioning regime to ensure the level of compliance, which makes an ETS harness its strengths and abilities to reduce emissions. The legal discussions, about the whole enforcement regime of Chinas national ETS, are scarce. From the perspective of law and economics, the thesis will systematically describe how the enforcement regime is arranged in the regulations of Chinas national ETS and how effective and efficient it is.
